June 01, 2012 - UN tribunal convicts former Rwandan minister of youth for genocide

The United Nations tribunal trying key suspects implicated in the 1994 genocide in Rwanda today convicted the country’s former youth minister of genocide and crimes against humanity, and sentenced him to life imprisonment. Callixte Nzabonimana was convicted of genocide, conspiracy to commit genocide, direct and public incitement to commit genocide and extermination as a crime against humanity by the International Criminal Tribunal for Rwanda (ICTR).

On May 17, 1994, acting under Chapter VII of the Charter of the United Nations, the United Nations Security Council adopted Resolution 918 imposing an arms embargo against Rwanda in response to ongoing violence in Rwanda.

The United Nations Rwanda Regulations implemented the decisions of the Security Council in Canadian domestic law. New Development

On July 10, 2008, the Security Council adopted Resolution 1823 (2008) terminating the arms embargo on Rwanda in light of the steps towards the restoration of peace and stability in the African Great Lakes region. Accordingly, the United Nations Rwanda Regulations were repealed on June 4, 2009, with the entry into force of the Regulations Repealing the United Nations Rwanda Regulations. Sanctions

The prohibition on the export of arms and related material to any person in Rwanda has been lifted.

Rwanda Policy

It is the policy of the United States to deny licenses, other approvals, exports and imports of defense articles and defense services, destined for or originating in Rwanda except for the Government of Rwanda, which will be reviewed on a case-by-case basis, respecting UNSCR 1011 resolution of 1995.
